The Henan-Chongqing Joint Study on Learning and Implementing Xi Jinping's Rule of Law Thought and Enhancing the Competence Training Course on Duty Crime Prosecution has successfully concluded

From November 12th to 18th, 2023, the Supreme People's Procuratorate's Duty Crime Prosecution Research Base (Henan University) and the Chongqing Municipal Procuratorate jointly held a one-week training session at Henan University. The training theme was "Studying and Implementing Xi Jinping's Rule of Law Thought and Enhancing the Competence of Duty Crime Prosecution." The training course was attended by more than 50 procurators from the Chongqing procuratorial system, including both leaders and trainees. The aim of this training was to enhance the level of "practicing people-centeredness, deepening proactive performance of duties, solidifying the control and management of case sources, and promoting the modernization of prosecutorial work concepts, systems, mechanisms, and capabilities through intelligent prosecution, to provide strong legal guarantees for comprehensively promoting China's modernization." It also aimed to improve the ability to "focus on the main responsibilities and business of the procuratorial organs, focus on the legal needs of the people, focus on the practical work at the grassroots level, and through extensive investigation and research, address new and difficult issues, and promote the high-quality development of procuratorial work at a higher level and on a larger scale."


Careful Preparation and Precise Arrangement


To ensure the effectiveness of the training, after consultation with the Chongqing Municipal Procuratorate, Professor Liu Luyang, Director of the Duty Crime Prosecution Research Base (Henan University) of the Supreme People's Procuratorate, personally reviewed the training program. This round of training relied on the strong faculty of Henan University and the shared experience of experts in the procuratorial business from the Supreme People's Procuratorate, as well as from Henan, Chongqing, and Tianjin. The training focused on enhancing the competence of duty crime prosecution, with the curriculum designed to balance theoretical teaching and practical operation. Director Liu Luyang and Director Li Fang from the Third Procuratorial Department of the Chongqing People's Procuratorate delivered speeches at the opening ceremony, making three requests: first, all trainees should closely follow the new requirements of the new era's Party and people in their thinking and concepts, better serving the economic and social development with high-quality procuratorial work; second, they should maintain a correct learning attitude, clarify their job responsibilities, and fully commit themselves to learning and training, achieving progress together, learning from each other's strengths, and making common progress; third, they should always pay attention to maintaining a good image of the procuratorial organs and procurators, ensuring that the training achieves tangible results.


Tailored and Precise Delivery


In terms of curriculum design, this round of training adopted a combination of classroom teaching, on-site teaching, and interactive teaching methods, providing targeted teaching and focusing on key areas of training improvement, delivering "nutrition" precisely.

In the module on ideological and political education, this round of training arranged topics such as "Studying and Implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era" and "On-site Teaching: Learning from the Spirit of Jiao Yulu to Draw Strength for Progress." The specific content included thematic education on studying and implementing Xi Jinping's thought on socialism with Chinese characteristics for a new era, party building, and learning from the history of the Party.

In the aspect of enhancing the competence of duty crime prosecution, theoretical experts and practical elites lectured on legal theory, interpreted policy provisions, and shared work experience, enabling procurators to further enhance their understanding of duty crime prosecution in theory and practice. They focused on difficult points and solutions in the handling of duty crime cases in conjunction with relevant laws, judicial interpretations, and the difficulties and solutions in the handling of duty crime cases in judicial practice, playing a role in answering questions and solving doubts. The course arrangement mainly included Director Liu Luyang's "Research on Duty Crime Prosecution," Liu Xia, Vice Dean of the Law School of Henan University's "Analysis of Difficult Issues in Duty Crime Identification," Li Congming, the main prosecuting officer of the Third Hall of the Supreme People's Procuratorate, "Handling Duty Crime Cases in State-owned Enterprises and Financial Fields," Chen Sai, Prosecutor of the Third Department of the Tianjin People's Procuratorate, "Construction and Improvement of Prosecution Skills in Major Duty Crime Cases," and Chen Jinghui, Director of the Third Department of the Henan Provincial People's Procuratorate, "Strategy and Tactics for Public Prosecution." Theoretical experts and practical elites focused on key, hot, and difficult issues in duty crime prosecution, conducting special discussions, case studies, roundtable discussions, and classroom interactions, directly addressing issues and hitting pain points, providing participating trainees with a series of exciting "feasts" of prosecutorial work practices.


Reaping Rewards and Achieving Significant Results


Regarding the gains from this round of learning and training, the most commonly used words by participating procurators are "a lot of gains," "benefited a lot," and "not in vain." Everyone unanimously agreed that this round of training, through expert lectures, interactive teaching, case studies, and expanded teaching methods, especially the "Jin-Yu Debate" duty crime prosecution debate, was vivid and colorful, guiding students from passive participation to active learning. It was a broadening of horizons, an increase in knowledge, and an improvement in quality. Renowned experts and practical elites lectured on legal theory, interpreted policy provisions, and shared work experience, allowing procurators to deepen their understanding of duty crime prosecution in theory and practice, combining relevant laws, judicial interpretations, and solutions to the difficulties in handling duty crime cases in judicial practice. This played a role in answering questions and solving doubts. Everyone agreed that they should respond to the new expectations of the people for procuratorial work with new achievements in their work, jointly safeguarding national interests and public interests. It is worth noting that after visiting the Jiao Yulu Memorial Hall in Lankao County and learning from the spirit of Jiao Yulu, the participants deepened their Party history education and jointly proposed: continue the fine traditions, strengthen the loyalty to the soul of the procuratorial work, and contribute the power of procuratorial work with their lives.
